How should we shape future public policies and services with persons with disabilities?

Introduction by Fred R. McFarlane

Last summer we had the National Rehabilitation Leadership Institute (NRLI) participants meet with staff in the House and Senate and with the multiple consumer and advocacy organizations.  The meetings and presentations stimulated discussions among the three of us.  Over the last nine months we have been working on a paper that can be used for discussion purposes, shaping the public policies in your organizations and reflecting on the public policies that are being proposed in Congress.

We welcome your comments and reactions.  Feel free to share with colleagues.  We hope this article will give you a historical perspective as well as a framework to shape rehabilitation policies in the future.
