Within the Federated States of Micronesia (FSM) there is an urgent need, to provide teachers with opportunities for acquiring a Bachelor's Degree. The Department of Health, Education, and Social Affairs (HESA), Special Education Program has awarded a contract to San Diego State University to provide an Interdisciplinary Bachelors Degree program with an emphasis is training special education teachers.
It is the goal of this project to provide a high quality speci
al education training program that will result in a bachelor’s degree for incumbent FSM teachers. This project is designed to increase the number of highly qualified teachers serving children with disabilities within the public schools of the FSM through the use of a blended distance learning model that will allow students to stay in their current teaching position while completing all degree requirements without having to leave island.
The SDSU undergraduate interdisciplinary studies degree is offered through the College of Education and the Division of Undergraduate Studies. This interdisciplinary degree has been specifically designed with coursework that will
provide teachers with a strong foundation in teaching and special education skills. Courses will be delivered from the SDSU School of Teacher Education, The Department of Special Education, the Department of Educational Technology and the Department of Administration, Rehabilitation and Postsecondary Education.
Institutional Partnerships
The partnerships among SDSU and local academic institutions has been invaluable in getting the Pacific degrees underway, with each institution making critical contributions to the success of the program. The local community college or Ministry of Education dedicate facilities, such as classrooms, computer labs, technical and administrative staff, and local faculty, who serve as facilitators. The local educational instution is also instrumental in identifying students for the program and assisting with the admissions process. This has truly been a success story. The degree programs are now being extended to add future cohorts in Palau and in FSM.

The Facilitated Model
Critical to the success of the program is teacher training curriculum that incorporates practical applications within local contexts. Courses have been adapted to incorporate local context and cultural issues, particularly in the critical content areas of mathematics, literacy, and technology. The theory to practice approach can be supported by use of local course facilitators who work with SDSU professors to integrate local needs into the curriculum and determine ways to practically apply skills within the island public schools.
